Call to Order:  President Gloria Loftin called the meeting to order at 10:06, CT and requested a roll call..  Thirty two (32) were in attendance representing 15 Sustaining Agencies; 3 Associate Agencies, and 6 Collegial Agencies  with visitors/guest.  Gloria opened the meeting and welcomed everyone.  She then had David Acres do the invocation and the Pledge of Allegiance.   

Agenda:
The president reviewed the agenda and requested any changes, and there were none.  
Gloria asked for a vote on the agenda as presented with a lunch break when lunch arrived.  Bill Carr moved to accept and Tim Burdashaw seconded.  None opposed.

Secretary’s Report and Adoption of Minutes from November 18, 2010
Minutes from the November 18, 2010 meeting were e-mailed to the members of record approximately one week before the current meeting.   Extra copied are available at the sign in table.  The members in attendance were polled to make sure everyone had the opportunity to read the minutes, and if any re-quested the minutes be read.  No corrections and/or edits were requested.   The motion to approve was made by Bill Carr and seconded by Henry Beaulieu.   Minutes approved with no opposition.

Treasures report: Budget for 2011
Rob Moreland presented treasures report which included the Citizen to Citizen Fund and proposed 2011 Budget which is attached.

This is a final report of 2010 and the first quarter of 2011.   The current information for the Citizen to Citi-zen Fund is included in the report.
   
The motion to approve the Treasured Report was made by Brandon Hulette and seconded by Terry Haight.  There was no opposition.                         11 - 03

Rob reviewed the proposed 2011 Budget and after minimal discussion the motion to approve was made by Mike Overcash and seconded by Bill Carr.

The Tri-County Long Term Recovery Committee, representing Manchester, Houston, and Stewart
counties has requested $1000 for startup monies and even though there was approval by part of the
Executive Committee, the body needs to vote to support this action.  This action was approved by vote # 11 – 03 above as approval of the treasures report.

Rob also requested that Regional VOADS fill out the annual application form even if there is no fee.  This form helps us keep up with the current officers of the regional VOADS.   Regionals will get this request each year the same as Sustaining Agencies.  


PROGRAM
A.  Vital Technology    Ron Hugley and associates  
Ron was introduced by Brandon Hulette

Vital Oxide is a hospital disinfectant, cleaner, heavy duty mold, and odor control solution which their company produces.   UMCOR is using this product for mold remediation in the Nashville and surrounding area.   It is a safe product with little training needed in handling.

Mr. Hugley gave a Mold 101 presentation with pass out  and  supplied each agency with a sam-ple of their product.  The main ingredient in this product is chlorine dioxide which is an USEPA register/approved for disinfectant, sanitation and mold remediation.   It is approved for use in the food industry.    The cost of a gallon of product is $37.95 and is available through their distributors or direct from the company.  The product dilution factor for disinfectant or sanitation is 1 to 12 or 1 to 5.  For mold remediation it must be used in concentrated form and a gallon will cover 3,000 sq. feet.  In order to get this coverage from the product it must be used in their fogger.   The product has a 2 year shelf life even after being diluted.  

This product is widely used in the cruise industry to decontaminate ships that are norvovirus contaminated.  Everything is fogged and left for 12 hours.   No rinse off required.

B.  Operation Stand Down Nashville Inc.

This agency provides social services to honorably discharged veterans of the US armed forces,  including employment services, traditional housing, or referrals and coordination of the activities of other agencies in the delivery of such services.  This program is a spiritual based program that takes homeless, drug or alcohol problem veterans and helps them recover and move back into  society.  It is a 2 year commitment and at present they have a 60 % recovery rate in this program.    

Bob is here to see if their manpower (recovering veterans) can be used in disaster services in some way. After his presentation,  we agreed that they could help and they are going to begin to work in that direction through education and training.

A reminder about the NVOAD Conference and the EFS 6 Conference next month

The National Disaster Response Framework is complete and should be out in a few weeks.  

The current federal budget is attempting to cutting a lot of “Pork” and one of the programs they are con-sidering is the AmeriCorps Program.  If we feel strongly about this program we should contact our con-gressman.  

The Regional 4, IA Conference will be held on June 7 to 9 in Atlanta, GA.

National Hurricane Conference will be held in Atlanta GA on April 18 to 22.

Functional Needs Shelter Support Document is out and we have local trainers ready to train your agency.  FEMA is prepared to supply functional needs but we have to ask for them.  Medical, glasses, wheel-chairs, peg legs, crutches, c-pap machines, generators, etc. Ask!

National Large Earthquake Conference, May 16-20, 2011
The NVOAD website has some excellent resources for tabletop and other programs that we need to take advantage of.  Good Stuff!

Great American Shake Out.org   Exercise on April 28, 2011 at 10:14 AM.  Check it out.  Will you be pre-pared?  They want 1,000,000 people to participate and register for this exercise.   Will your agency be ready when it comes?

The New Madrid Earthquake Exercise will be held on May 16, 2011 in Nashville, TN.  There is a place for your agency to participate and will you be ready?

NVOAD Conference May 24 to 26, 2011.  Passed out an invitation to all at the meeting.   A good number of agencies plan to attend,   See attachment

NVOAD logo changes     NVOAD have issued new guidelines for the logo and its use and we must make this change by May 2011.  This is not a problem for us as most of our logo use is on computer generated publications and we have the logo digitalized that can be attached.  Rob/Gloria  will send out as soon as it is obtained and it will be made available to all that need it.

Regional VOAD Reports:
East Tennessee Report-Larry L. Triplett
The East Tennessee Regional VOAD held their meeting on February 3, 2011 at the Knoxville Red Cross Chapter.  Lou Mulsand was elected Chairman for the 2011.  Meeting notes attached.

Southeast VOAD-John Hitchins
John reported that they had not held a meeting and planned to hold one next week.  No new disasters or problems to report.  

Southern Middle TN-Diane Davis
They continue to work on membership but have had no meeting since first of the year.  They are working to improve resources and getting the ARC stronger in the area.  

West TN
No report.  We know there are Long Term Recovery Committees working in this area.  Bill Carr will con-tinue working to try to get some working agreements in the area.

Upper East TN-Bob East
They have a county Table Top Exercise scheduled for later this year and hope to be involved.  ARC is having trouble getting stable staff and it is hurting their organization.  ARES is working to make sure their communications continue in the event of a large earthquake.    

Davidson County-Kevin Penney
No report but are continuing to work through their recovery activities.  Hands on Nashville and 211 have done a great job helping with the flood recovery.  

TN FLOOD RECOVERY UPDATE:   

Flood Recover Committees List
Gloria presented a list of long term committees both present and past for the committee to review.  We have never had a list before and felt it was needed for history and to see what is going on in the state.  Bill Carr made some comments on West TN committees and would help complete the list.  The Green County flood in the 1990- was not listed nor the Mossy Grove storms from East TN.   She will try to get this past history as complete as possible and we will send it out to our agencies and the county emer-gency management to let them see what is going on across the state.

Brandon Hulette (TNUMC)
They have housed 42 different dominations so far with 1678 volunteers reporting in as of January 31, 2011.  We have over 2000 + volunteers scheduled through August 2011.  Thirty one states have sent volunteers to date and this will go up during the summer months.  The Church of The Brethren is working in Cheetum and Haywood County, Lutheran Churches are working in multiple sites.  Six of these denomi-nations/churches have never worked in TN before.


They estimate that there will be over 3800 volunteers by the end of summer, donating over a million man hours.  Serving 46 or 47 different counties in Tennessee.

We have truly become an international operation with church groups form Mexico, Guatemala, and Can-ada coming to help. Most are from small churches and are coming to learn how to carry out this work in their country.   The Canadians have made multiple trips.

A group from Idaho has made their second trip to TN to help.

They have over 600 groups signed up to help through July.  

Becky Stoll (Centerstone)
Five mental health agencies have been working in 11 different counties and are not making a lot of prog-ress.  The grants will end in May 2011 and they are still finding people that have not started recovery.    People are not responding and Davidson County has had 6 suicides from the flood.  

Gary Stockton (TNEMA)
The HUD grant was $50,000,000 for all counties in the state.


Unfinished Business:

Resource List needs to be updated by the agencies to make sure that the contract list is up to date.   Rhonda Haight will be calling to ensure this is completed before the Earthquake exercise.   
 
We discussed the existence of a tri-fold publication we have had in the past and we need to see if we have some old copies.   Ken Skalitzky has the facilities to print a trifold color folder for us if he receives this by electronic copy.  No action this meeting.
 
There are a least three power point presentations that we need to obtain and condense into a single presentation for the state.  Gloria has one, Mike Overcash has one and John Jarrod has one for the East TN VOAD.  The Secretary will see if they can be obtained for the group.  No action at this meeting.

Web Site   Lou Mulsand is willing to set up a website for us using space from “Square Space”.  The cost for the standard site is $144.00 per year if paid in advance.  He will get help from one of the Tec people at FBConcord.org and he will try to set it up as close to the original web site as possible.  The space must be paid in advance and charged on a credit card.  Larry L. Triplett is willing to make the purchase and TNVOAD pay him back.  Mike Overcash made the motion for Lou to proceed with the web site and for Larry to make the purchase as needed with pay back when bill was presented to TNVOAD.  Bill Carr sec-onded and the vote was unanimous.                            11 - 06

Initial Disaster Response Plan   Gloria Loftin and Mike Overcash will work on it and try to present it at the next meeting.  Continued to next meeting



New Business:

Gloria has requested that a change be made in the Citizen to Citizen by-laws to cover some situations with no active Long term recovery committee to request the funds.   In Marshall County there were 4 cases that needed help and there is no long term recovery committee in the area.  A couple of the VOAD agencies banded together to handle these 4 cases.  Two trailers have been replaced and one house re-built.  There is still one house that needs to be rebuild from the ground up and she thinks it is covered.   

The present by-laws state that a Long Term Recovery Committee must request the funds and the check must be written to them.   She would like to see it changed so that in special circumstances,  a case managed case can be brought to the Citizen to Citizen Fund for consideration by a recognized VOAD Agency.  

After discussion, Gloria will present a word change to the by-laws, to be sent out before the next meeting and voted on during the August Meeting.  There was no vote on this recommendation but by common consent this action was agreed on.
