Call to Order
President Fred Dettwiller called the meeting to order at 10:12, CT and requested a roll call. Thirty-seven (36) were in attendance representing 12 Sustaining Agencies; 3 Associate Agencies, and 3 Collegial Agencies with visitors/guest. Fred opened the meeting, welcomed everyone and gave the invocation. He then asked Gary Ward to lead the Pledge of Allegiance.

Secretary’s Report and Adoption of Minutes from February 17, 2011
Minutes from the February 17, 2011 meeting were e-mailed to the members of record approximately one week before the current meeting. Extra copied are available at the sign in table. The members in attendance were polled to make sure everyone had the opportunity to read the minutes, and if any requested the minutes be read. No corrections and/or edits were requested. Minutes approved with no opposition.

Program
- Lilly Velazquez – FEMA VAL – Update on FEMA’s role in Tennessee following recent disasters.
Lilly was introduced by Fred Dettwiller
Lilly review the numbers to date for the 1974 disaster declared on May 1st and the locations of the DRC’s across the state. She also discussed the importance of Long Term Recovery committees and the importance of the VAL’s working together with volunteer agencies. She handed out a paper copy of her presentation for attendees to take with them.

- Jim Snell – TN Emergency Management Plan: Emergency Support Function 14 – Volunteers and Donations Management

Jim discussed the ESF 14 and how it works in relation to TNVOAD. TNVOAD provides a representative to act as the Emergency Services Coordinator (ESC) in the State Emergency Operations Center (SEOC). It also plays a role in matching volunteers and donations with community needs in the time of disaster recovery. He discussed the benefits of using the National Donations Management Network. He provided a handout of the presentation and information.

Billy Walker – TEMA and TNVOAD working together
TEMA, 3041 Sidco Drive, Nashville, TN 37201
Billy discussed the relationship between TEMA and TNVOAD. In a phrase he said it is evolving and improving. He discussed the importance of recording and reporting all volunteer hours. Every volunteer hour worked gives the county a credit that goes toward the 25% that the state is responsible for paying toward government money paid for loss to citizens. He had Gary Ward share an example of a form that can be used to report the volunteer hours.

- Jeff Bradford – Public Relations for VOAD

Jeff provided a handout of a Marketing Plan Outline for TNVOAD. The outline includes a list of VOAD strengths, weaknesses, opportunities and threats. It will establish a goal, an objective, a message, the actions, the budget, a calendar and responsibilities.

Additional Comments
Fred Dettwiller stated that Lou Mulsand could not be present and asked him to inform the members about the new VOAD website. Lou stated he could make any edits or additions to the website. There was also discussion about changing the website colors, to make them more “presentation friendly”. The website is a very useful tool for our members to access.
Unfinished Business
None presented.
New Business
Terry Haight announced that the warehouse in Bradley County is up and running. It is available to the distribution sites. It’s currently serving Hamilton and Bradley County, although Terry expressed he’d like to see it dispersed throughout the region.
Fred Dettwiller talked about the daily VOAD conference calls that had been taking place each day at 1:00pm CT (2:00pm ET). It was decided that the calls would move to weekly on Wednesdays at the same time through May and June until they’re no longer needed.
